This thesis explores the principles of administrative punishment within the legal framework of the Council of Europe with a special emphasis on the case law of the European Court of Human Rights (ECtHR). It was concluded that even though the ECtHR views administrative sanctioning as an ‘organic’, multi-pronged system, there are instances, where procedural safeguards which could have been invoked at the administrative sanctioning level, remain undeveloped.
