On the 27th of September, 2024, Dr Florentin Blanc, Head of the Institute for Regulatory Innovation, Delivery and Effectiveness (IRIDE) of the European Public Law Organisation (EPLO), gave a lecture on “Regulatory Delivery: making regulatory law work better for citizens, businesses and the state” to the students, doctoral students and lecturers of the VU Law Faculty. The guest, sharing his long experience of working in international organisations and advising national authorities, spoke about the effectiveness of regulation, which covers all areas from product safety to environmental protection. Regulation has an instrumental purpose and it is important that it is effective. Dr Blanc noted that some legislation does not work, is not implemented or does not achieve its objectives because it is ill-considered or overly based on sanctions and penalties, and because procedures and excessive rules do not necessarily produce the desired result. The aim of regulation should be to achieve positive outcomes for society by better managing threats. Dr. Blanc also met with the Dean of the Faculty of Law of Vilnius University, Assoc. Prof. Dr. Haroldas Šinkūnas, and Assoc. Prof. Dr. Indrė Isokaitė-Valužė, to discuss the collaborative work and projects already undertaken by the Faculty of Law together with the IRIDE Institute and those planned.
